The Ministry of Social Welfare (সমাজকল্যাণ মন্ত্রণালয়) is a core ministry of the Government of Bangladesh responsible for the socio-economic development, welfare, and protection of the country’s marginalized, underprivileged, and vulnerable populations.

It formulates national social welfare policies and executes extensive social safety net programs to reduce poverty and ensure social justice.

Key Functions & Responsibilities

• Social Safety Net Management: Allocating budgets and setting guidelines for major nationwide welfare programs, such as Old Age Allowances, Widow Allowances, and Insolvent Disability Allowances.

• Empowerment of Persons with Disabilities: Creating inclusive opportunities, distributing assistive technology, and enforcing legal rights and protections for people with physical, neurodevelopmental, or mental disabilities.

• Rehabilitation & Child Protection: Overseeing safe homes, correction facilities for juveniles, and orphanages (Sarker Shishu Paribar) to integrate vulnerable children and individuals back into society.

• Skill Development & Grant Allocation: Providing vocational training and interest-free microloans to rural and urban poor families to promote self-reliance.

Key Executing Departments & Foundations

The ministry implements its policies through several specialized agencies:

1. Department of Social Services (DSS): The primary executive department with a grassroots network executing welfare allowances, social work, and institutional care.

2. Jatiya Protibondhi Unnayan Foundation (JPUF): A dedicated foundation focusing specifically on the development, therapy, and rehabilitation of persons with disabilities.

3. Bangladesh National Social Welfare Council (BNSWC): Coordinates and provides financial grants to registered non-governmental organizations (NGOs) and voluntary social welfare agencies.

4. Neuro-Developmental Disability Protection Trust (NDDPT): Provides specialized support and security specifically for individuals with neuro-developmental conditions like autism, down syndrome, and cerebral palsy.
